I have a solution for you, but the Pace Edwards Jack Rabbit Hard Truck Bed Cover # PE54UV that you were looking at is only compatible with trucks that have single rear wheels and it will not work for your dually.
For your 2021 Silverado 3500 Dually with the 8' bed, I think a great option would be the Retrax RetraxPRO MX Hard Bed Cover - Retractable - Aluminum - Matte # RT80485. This is a high quality hard cover that is black and retractable just like you wanted. It sits 1" above the truck bed rails and is compatible with 5th wheel hitches. The cover can be latched anywhere along the bed rails allowing it to be partially opened for various load sizes.
You can also look into the XR version # RTT-80485 instead. This is basically identical to the MX version other than the fact that it has a built-in T-slot which allows you to install a ladder rack or roof rack crossbars.
