Will this fit over the neck on a black water tank or do I need something in between?

Yes, this will fit over a 3" line from your black water tank. You will not need anything between the black water line and the hub except for some Valtera # A05-0303 solvent cement. This assumes that this will put the outlet of your valves where that you need it. Otherwise you may need some PVC parts (nipple and coupler) to extend the location.
