I have a Q20 hitch and am looking to see if the C16428 is the proper mounting bracket kit for a 2002 Ford F-350. I need the correct rails as well. Thank you

We do have the correct 5th wheel brackets and base rail kit for your 2002 Ford F-350, though the Curt option you mentioned is a fit for later model years. The best option for your truck that will allow you to mount your Q20 hitch is actually from Reese:

This kit will give you both the brackets and rails for your truck and are a much better value than the similar Curt Custom Fifth Wheel Installation Kit # C16443-204 while providing the exact same function, so I definitely recommend going with the kit from Reese.

The only other I thing I wanted to add is that if you don't have a 5th wheel wiring harness for your truck, the correct fit is the Hopkins Endurance 5th Wheel/Gooseneck 90-Degree Wiring Harness # 40167.
