I am looking for the frame brakets and rails for a reese 5th wheel to a 2021 2500hd silverado

The # C16448-104 5th wheel mounting bracket kit you'd looked at is a fit for 2005-2010 Ford SuperDuty trucks, and wouldn't fit your Chevy.
For a 2021 Silverado 2500, I'd recommend the Curt # C16429-204 bracket/rail kit which would provide industry standard rails that are compatible with your Reese hitch. This would be a less expensive alternative to the Reese # RP84FR.
If you'd like to install a 7-way trailer connector in your truck bed so you don't need to run the trailer connector wire up over the tailgate, you can use part # HM54FR.
