I have a 97 Dodge van B3500 and am looking for a front receiver so I can mount a bike rack on the front.

I have a solution for you, however, there are not any front-mounted trailer hitch receivers for your 1997 Dodge Van. Instead, I recommend going with a roof-mounted bike rack if you cannot use a rear hitch due to pulling a trailer etc. For the roof crossbars you can use Inno Square Crossbars # INB165 along with Inno Feet for Rain Gutters # INSD, which clamp onto your van's rain gutters and tighten down with locking knobs built into the covers. You can then mount a bike rack such as Malone Pilot TC ST Roof Bike Rack - Wheel Mount - Clamp On # MPG2103, which allows one bike to be mounted onto the crossbars by using the included clamps.
If you wish to mount two bikes on the roof then you will need to mount Rhino-Rack XTray Pro Cargo Basket and 2 Bike Carrier # RRRMCB03 onto the Inno crossbars # INB165 with Inno Feet # INSD. This bike rack will clamp onto the crossbars and allow you to mount 2 bikes by the front fork (must remove front wheel on bike). This rack has interior dimensions of 55-3/4" long, 39-3/4" wide, and 5" tall. I have attached demonstration videos for these products.
