I have a 1 1/4 inch receiver if i buy a 2 inch converter will this fit my kia soul

I have a different option for you, but while you could use a hitch reducer like the # HTAD to allow the Yakima HoldUp Bike Rack for 2 Bikes - 2" Hitches - Wheel Mount # Y02443 to work in the 1-1/4" trailer hitch receiver of your 2016 Kia Soul, using an adapter will reduce the tongue weight capacity of your hitch by 50% which would likely make it where you couldn't use the rack with two bikes loaded.

Instead I recommend going with the 1-1/4" version of the Yakima HoldUp which is the # Y02445. This will keep you from needing to spend money on an adapter, and will allow you to use the full tongue weight rating of your trailer hitch receiver.
The # Y02445 will accommodate two bikes weighing up to 60lbs each with tires up to 3" wide.

If you already have the 2" version you can use the Replacement 1-1/4" Tongue for Yakima HoldUp Bike Racks # 8880581 to convert it to work with your 1-1/4" receiver without the need for an adapter.
