Im interested in the following idler hub assembly. Can you tell me what the bolting flange is used for that is on the stub axle shaft?

The 5 bolt flange you see on the Trailer Idler Hub Assembly - 5,200-lb Axles - 6 on 5-1/2 - E-Z Lube # 52655IEU you were looking at is for mounting trailer brakes. While you would not be able to use them with the idler hub, it gives you the ability to add them in the future if needed.
For compatible brakes and drum assemblies you would use Electric Trailer Brake Kit # AKEBRK-7-SA and Dexter Trailer Hub and Drum Assembly # 8-201-5UC3-EZ.
