I am looking for a two bike hitch mount bike rack that will keep the bikes low to the ground. I have a 2017 F350 and installed an aftermarket bumper which has an integrated hitch reciever 2 inch . Because it is part of the bumper and not a separate hitch installed below it it is already almost 36 inches high. I would like a bike rack that will allow the bikes to be installed as low as possible to not obstruct vision over the hood as much as possible.

When bike rack manufacturers design racks, one of the factors they add to the design is how to add clearance to the ground to prevent the rack or bikes from being damaged during travel. All of the racks that we carry, have a rise of some height in the shank. That height changes depending on the rack style or design. I do however have a solution for what you are trying to accomplish.
When needing a drop or rise of trailers, or in your case accessories, I suggest the Patriot Hitches Adjustable Drop Hitch Receiver Adapter Part # PH67SR. It is designed for 2" hitch receivers, and provides a 11" drop or rise for anything you are wanting to haul with your 2017 Ford F-350.
One of the bike racks that has a minimal shank rise to help with your visual clearance concerns would be the Swagman XC 2-Bike Rack Part # S64650. It provides a 4" shank rise, but is designed at a shallow angle. It can accommodate a wide array of different bikes.
I have added a review video of it on a 2017 F-250 that has a standard 2" hitch to give you a visual of the height it adds with a bike loaded.
With the added adjustable drop receiver adapter, this will allow adjustments to get the rack set at your desired height.
