Do you need to use a brake controller inside my rv if my tow dolly has disc brakes?

If your tow dolly has disc brakes like the Demco Kar Kaddy part # DM9713045 it would not need a brake controller installed as the dolly would have a surge brake actuator installed on the tongue of the dolly.
