The Demco # DM9713093 would be delivered partially assembled. The frame, the tongue, ramps and fenders are all sub-assemblies that would need to be installed to the dolly as discussed on page # 25 in the instructions I've linked for you.
The tow dolly features a disc brake system that is superior to electric or hydraulic surge brakes and is the model I most often recommend.
Assembling the dolly requires basic hand tools and is uncomplicated if the instructions are closely followed. Someone with average mechanical ability should have no difficulty assembling the tow dolly. About the only exotic tool needed would be a torque wrench, which many folks will simply borrow from a friend or through the loan a tool service at a local auto parts store.
