Is .5 Volt At 4-Way Connector Normal After Curt Trailer Wiring Install Harness

Question:
Just installed trailer wiring kit . Curt 56127. There is always 0.5 volts at each prong at the plug when testing. Pull the 10 A fuse at battery and there are zero volts to plug. Otherwise, it seems to work properly . I get 12 plus volts at light prong, 12 volts at brake lights and meter pulses on blinkers.
