Question:

Do you have a cargo basket that fits on the OEM Ford Excursion side rails? I do not have cross bars.

I have an option but we do not offer a cargo basket that will fit the factory side rails on your 2003 Ford Excursion.

I recommend adding the Thule Roof Rack System which you will need Thule WingBar Evo Crossbars # TH711400, Rapid Podium Feet for Thule Crossbars # TH460R, Fit Kit for Thule Podium-Style Roof Rack Feet # THKIT3101. The Thule Roof Rack System will allow you to install a variety of different roof mounted accessories. I attached the link that has all of these parts included, and a video review for you.

For a cargo basket I recommend the Rhino-Rack Roof Mounted Steel Cargo Basket - 57" Long x 42" Wide RMCB02 which offers 165lb weight capacity and will fit the Thule Roof Rack System I referenced. I added the review video for you to take a look at.
