The Aluminum Roof Mounted Cargo Basket # 288-09200 is compatible with any vehicle that has a crossbar spread in the 17-3/4" - 24-3/4" range. Crossbar spread is the distance from one crossbar to the same spot on the other crossbar. From what I can see it looks like your 2000 Ford Excursion has factory tracks the crossbars install on so you should be able to adjust the roof rack to meet the needs of this carrier.
If you don't already have a roof rack I recommend checking out the rhino-Rack Vortex roof rack system. This includes the 54" Crossbars # RRVA137B-2 and the Quick Mount Legs # RRRLT600.
