In order to install the Redarc Tow-Pro Liberty Brake Controller part # RED24FR on a 1999 Ford F-350 you will need the Plug-and-Play Wiring Harness for Redarc Tow-Pro Trailer Brake Controllers part # RED87FR. The plug that you will need to find under the dash will match that on the end of the adapter.
I am not sure which round connector you are referencing but if you can send a photo I might be able to inform on what it is used for.
