I have 2019 Hyundai Sonata with push button start , can I use this since the steering wheel does not lock ?

I looked up the owner's manual for a 2019 Hyundai Sonata and it said the vehicle can be towed with the front wheels off the ground, though I highly recommend checking your copy of the owner's manual to verify.
If you do verify, then yes, you can use the Roadmaster tow dolly:
