The first step to troubleshooting your issue would be to eliminate any obvious causes. First, check your trailer connector for dirt or corrosion. Dirt and corrosion can prevent a signal from reaching the pin on the connector. If you see corrosion on the exterior of the connector, then it may be possible that the corrosion or dirt and penetrated deeper into the connector. I would recommend replacing the trailer connector if this is the case. Be sure you test each pin on the trailer connector with a circuit tester like part # PTW2993 for proper function.
If the trailer connector is in good condition and if you have a factory tow package on your 1996 Ford F-350, then you may have a blown fuse for the left turn trailer light. There should be a legend on the lid of your fuse box that indicates which fuse is for the trailer lights. Check for any blown fuses that would be associated with the trailer wiring.
If you have an aftermarket wiring harness installed, then I would recommend checking the connections points where the harness connects to the vehicle wiring. Any loose or corroded connections could prevent a signal from reaching the connector.
