Can insulation go over elbow heat pads for more protection

The ThermaHeat RV Dump Valve Pipe and Elbow Heating Pad - 13" Long x 3" Wide # 277-000161 should not be installed with insulation over it. It is designed and has been tested in a cold room for temperatures as low as -32 degrees and still function correctly. You can use insulation on the areas leading up to the pad, but it shouldn't touch or cover the pad. The pad has an internal thermostat that wouldn't work properly if covered.
