Yes, you can absolutely mount a dirt bike carrier such as the Ultra-Fab # UF48-979033 or etrailer # e98873 to the Curt Front Mount Trailer Hitch Receiver # 31367.
I can verify as well that this hitch is a fit for the 2007 - 2014 Toyota FJ Cruiser.
In regards to legality you will want to check your local laws.
