I never got the rails installed on my nissan rouge 2017 can i still use a universal rack? is my roof considered naked if it has the areas that can be removed to put rails in?

If you do not have the raised side rails there is not a universal rack option for your 2017 Nissan Rogue. Even if it has the areas that can be removed to install the raised side rails, your vehicle is considered to have a naked roof. There is not a roof rack that uses those fixed points, so you will need to get a custom fit kit roof rack.
