In reference to your question regarding the Roadmaster EZ Base Plate # 521190-1, the recommended covers for that product are the Roadmaster EZ2 Base Plate 1-1/4 inch Receiver Covers # RM-212. These covers are designed to be used in the 1-1/4 inch ID base plate tubes.
If you are looking for a tow bar as well, I recommend the Roadmaster Falcon 2 Tow Bar # RM-520 which works with all Roadmaster vehicle-specific base plates. I have included a video review of the tow bar for your perusal.
