Can this be mounted on a vehicle that does not have a roof rack of any kind?

The Curt Cargo Bag part # C18221 cannot be mounted to a bare roof but I do have an option that can be, the Rightline Gear Sport 3 Rooftop Cargo Bag part # RL100S30 which mounts using clips that fit inside the doorjamb so no roof rack is needed.
