Can you install the rakcs with out installing the side rails on top? And carry small things like 150lb but without the top side rails?

The side rails can indeed be left off the Buyers Products Over-The-Cab Truck Bed Ladder Rack part # 3371501410. This would then turn this into the Buyers Products Truck Bed Ladder Rack part # 3371501680 which has an 800 lbs weight capacity.
