It sure can. A brake controller isn't a vehicle specific item. You can install a brake controller on just about any vehicle with a 12-Volt electrical system.

However, I'd recommend going with the # TK63VR brake controller instead. It's at the same price point, and it's a proportional controller. A proportional controller uses an internal accelerometer to send the proper amount of voltage to the trailer brakes so the vehicle and trailer brake at the same rate for safe, dependable and predictable braking. A time delayed controller like the Activator IV # 5504 will always send the same pre-set amount of voltage to the trailer brakes, regardless of whether you're making a gentle stop at a stoplight or a full blown panic stop.

The first installation step would be to add a functioning 4-pole trailer connector if your truck doesn't already have one. I'd recommend part # 41125 which would plug inline with the factory taillight wiring harness. Then, use the # ETBC7 brake controller installation kit to complete the installation. I'll link you to installation articles and an install video that will walk you through the process. The video shows a different controller being installed, but the procedure would be exactly the same on your truck.
