I am looking at buying a 2019 F350 shortbed. It doesnt have the factory 5th wheel hitch setup. What are my options for a budget friendly underbed mount 5th wheel hitch setup?

All of the underbed kits for your 2019 Ford F-350 (short bed) are about the same when it comes to pricing so I recommend using the Reese Under-Bed Rail and Installation Kit # RP87FR for a few reasons; the first reason is that this is the exact same as the OEM puck system so when it comes time to change your tow vehicle you can market your pickup as such, and then the second reason is that with this underbed system you have a LOT more options when it comes to 5th wheel hitches. The other underbed kits are specific to certain brands but most 5th wheel hitch manufacturers have something that is compatible with an OEM puck system so this is your best option.
When it comes to the actual 5th wheel hitch I recommend going with the Curt Q20 # C16530-16020 which is a sliding 5th wheel hitch that comes with a leg kit that mounts directly to the Reese puck system. There are certainly more cost-effective 5th wheel hitches available but just like in any other market there is a break point where you're sacrificing quality for a good price. The Q20 is the most cost-effective option that isn't going to give you a terrible ride quality.
If an underbed kit is a bit more than what you're wanting to spend then I recommend going with the B&W Rails # BWRVK2402 and the B&W Patriot # BWRVK3270. The B&W towing setups are among the best on the market and they don't break the bank which is why I recommend this setup.
I also recommend installing a 7-Way connector in the bed of your F-350 to make connecting/disconnecting your trailer wiring a lot easier. For that we have the Bargman # 50-97-410-010 which is very reliable option that has received great reviews as well.
