Any 12 x 4 W 4 bolt wheels with tires that are rated for interstate speeds? 70mph.

All of our wheel/tire combos for 12 x 4 inch wheels like the # AM30710 are rated at 65 mph.
You can purchase a tire with an M (81mph) speed rating separately like the Taskmaster 4.80-12 Bias Trailer Tire - Load Range C Item # TTWSF48012C and then choose a wheel to have it mounted on at a local shop. For a white steel spoke wheel with a 4 on 4 bolt pattern, you could use the Dexstar # AM20122. There are many other styles and colors to choose on our site.
