I am looking at a 2019 Wrangler JLU unlimited 4 door. I need to be able to safely have a tongue weight of 450 lbs instead of 350 lbs factory. Is there anyway to do this?

The highest rated trailer hitch we offer for the 2019 Jeep Wrangler is the Draw-Tite Max-Frame Trailer Hitch Receiver part # DT78MR which is rated for 4,500 lbs gross trailer weight and 675 lbs tongue weight. That said, the hitch is tested separately of the vehicle so you will need to check the tongue weight capacity of the vehicle because if this is lower it is the figure you need to abide by.
If you will be towing then you'll also need the T-One Vehicle Wiring Harness with 4-Pole Flat Trailer Connector part # 118786 which offers a splice-free plug-in-play installation. I have attached an install video I did below.
