For your 2016 Outback, I recommend starting with a 2 inch hitch receiver like the Curt Trailer Hitch Receiver - Custom Fit - Class III - 2" # C13206. This will give you a great option compatible with most bike racks as well as other accessories.
For your bike rack, there are a wide variety of compatible options, so I've linked the page to assist. If it were me, I'd go with a tilt away option to give you cargo access and a platform style for support. I really like the .Kuat NV 2.0 2-Bike Platform Rack - 1-1/4" Hitches - Tilting # NV12B
