Question:
Hello Is there a screw that holds the plastic gear on? I bought an rv used and the plastic gear is missing that opens and closes the vent cover.

Yes, there is a screw that holds the plastic knob on that looks like a gear on the Ventline Ventadome Model V2119. The knob and screw can be replaced with part # BVD0462-00 which is also comes with the operating mechanism but the two parts you need are not sold individually.
