Question:
My 2014 Starcraft pop up came with 12” 4 on 4 bias ply tires. Most all of my driving is highway, so I’m thinking of going with radial tires. My new question is, can I increase to a larger size wheel, say 13”? There is plenty of clearance. Are there pros and/or cons in doing so?

It is possible to increase the size of the tires on a trailer if you have the additional clearance needed to do so. The benefit of going with a larger size is generally a higher speed rating, greater weight capacity, and a better selection of tires to choose from especially radial ply options. In regards to cons, there aren't many aside form the decreased clearance.
Although we don't offer pre-mounted options in the size you need with a radial ply, it doesn't cost much to get them mounted yourself. For this, the Dexstar Steel Spoke Trailer Wheel part # AM20222DX with the Contender ST175/80R13 Radial Trailer Tire part # C17513C is what I recommend.
