To give you the short answer- No. The crossbar style base plates like the Roadmaster # RM-524459-4 will not interfere with the collision avoidance sensors when installed on your 2019 Ford Ranger. The sensors are mounted on the front bumper far enough away from the base plates that they won't activate them. You will have to disconnect the sensors during the installation, since the bumper is removed, but they are plugged back in once the bumper goes back on. The arms on these base plates are removable for when they aren't in use, to further keep them from engaging when driving. I've attached a few pictures to show you these installed on a similar Ranger with the collision avoidance system. I'll also note that since the vehicle is not running when flat towing, the sensors won't be activated by the crossbar.

I've also linked some other components you may need if this is a new flat towing setup, as well as our entire selection of high/low adapters if you also need one of these for your new vehicle.

Tow Bar Wiring: Roadmaster Diode 7-Wire to 6-Wire Flexo-Coil Wiring Kit # RM-15267
Supplemental Braking: Brake Buddy Select # HM39524 ; requires Roadmaster # RM-88400 relay for brake lights
Safety Cables: Roadmaster 68" coiled # RM-643

I've linked the installation video of these base plates and the other parts for you to see how the process works.
