Actuator works a few seconds and then it gets real quiet like power has been reduced.

There could be a couple things going on here, but we can find out if the actuator is going out by testing the breakaway system. With a fully charged breakaway battery and the trailer disconnected, pull the breakaway switch on the trailer. If the unit runs and builds pressure the breakaway system, it would indicate that system is functioning properly and the issue would be on the brake controller or on the wiring between the Dexter # K71-651 actuator and the tow vehicle.
If the unit runs, but does not build pressure, the issue is likely going to be on the actuator going out and you would need to replace it. If you can run through these steps and let me know where you're at, I can continue troubleshooting this with you.
