We do have a wheel that checks off all the boxes of your requirements except for the steel aspect; the only options available have aluminum rims. This is a 17-1/2 inch rims with an 8 on 6-1/2" wheel bolt pattern and fits 9/16" wheel bolts, it is the Aluminum Lynx Trailer Wheel - 17-1/2" x 6-3/4" Rim - 8 on 6-1/2 - Black # 274-000006
For lug nuts you can use the Trailer Wheel Lug Nut - 9/16" # 6-53 and if you would like, you can also add a center cap with the Trailer Wheel Center Cap # LHCS109-SI60C.
