What are the settings to dolly tow a 14 ford focus manual transmission... Car in Neutral and no brake... Is this correct?

I looked up the owners manual of your 2014 Ford Focus and for the manual transmission versions of the vehicle like yours you'd release the parking brake and move the gear shifter to neutral when towing it with a dolly like the part # RM-2050-1. Aside from that they recommend keeping it under 70 mph.
