Recommended Method of Installing Hook and Loop Fastener on Tonneau Cover Tarp

Question:
Is there an easy way to replace the velcro that is sewn into the cover itself? I replaced the velcro on the rails but it is still flapping around. Not sure the term velcro is correct or not.

I've heard of folks attempting to use contact cement to bond the hook and loop fastener to the tarp, but the best way to do it is the way the manufacturer does it by stitching it in place. Any other way of attaching it will be a temporary fix at best.
