I bought this used and it appears where the key cylinders go something has been removed from the opening possibly what the cylinders fit in. Is this something that can be replaced. I have already bought the replacement keys and cylinders.

Although you have the lock core, you are missing the lock cylinder or barrel assembly it would install into. Unfortunately, Thule doesn't offer this as a replacement part.
To be honest, your best bet would be to get a couple of lock hasps like # ML702D and padlocks like # 141T.
