Can these mounts be bolted directly to a steel roof without using the tracks?

It might be possible to bolt the feet kit part # RRRLT600 directly to a vehicle roof but since that's not how these were intended to be used it would not be my best recommendation. Your best option for a roof rack for your 2008 Saturn Aura would be the Inno part numbers # INB127, # INSUT, and # INK219 which attaches using door clamps instead. This gives you a very secure roof rack that does not modify the vehicle in any way. Drilling into the roof would pretty easily introduce leaks too.
