Yes, the Buyers Products Sliding Winch Track # 3371903040 can be installed on a flat steel surface to secure a load, as you mentioned. Since it's designed to allow a winch to slide along that channel, for this purpose, the channel must face down. However, installing it with the C-channel facing up does not affect its functionality for your application.
That being said, I believe the Erickson Horizontal E-Track - Zinc Plated Steel - 2,000 lbs - 5' Long # E19148 will work much better for your needs since it's designed specifically to secure trailer cargo/loads. These E-Tracks can be installed with screws, rivets, or by being welded to the steel deck of your trailer.
The E-Track has multiple anchor slots spaced 2 inches apart which gives you plenty of versatility to secure your load with plenty of accessories like the E-Track Tie Down Ring # 59131. Since it's made exactly for this application, it has been tested and rated at 1,333 lbs safe working load limit (WLL) and 6,000 lbs maximum load (break strength). I reached out to Buyer's but they were unable to provide either of these ratings for the # 3371903040.
