I have a 2003 citation. According to my title it has an unladen weight of 7351 pounds and a GVWR of 8900 pounds what size ball should I use

The size of the ball that you need to tow your 2003 Thor Citation Travel Trailer is determined by what size coupler is on the trailer. More than likely you will need a 2" or 2-5/16" ball. The required ball size should be stamped onto the coupler.
Another thing to take into consideration is the rise or drop that may be needed to tow the travel trailer level with your vehicle. I recommend to use an adjustable ball mount Rapid Hitch Adjustable, Aluminum Ball Mount Kit w/ 2 Greaseless Balls Item # AM3461 which features a 2" ball and 2-5/16" ball with 4" of rise or drop. This particular ball mount fits into a 2" hitch so you want to make sure you have a 2" hitch on the tow vehicle as well. I have attached a helpful article that explains how to figure how much rise or drop you need in a ball mount.
I would also recommend the InfiniteRule Lock Set for Andersen Rapid Hitch Adjustable Ball Mounts - Stainless Steel - Qty 2 # 34061405-D to secure your ball mount.
If your hitch is not 2", the coupler takes a smaller ball then what I mentioned or you need more rise/drop please let me know and I can assist you further.
