We have an easy 4-way solution for your 2009 Chevy Express Van that does not have the factory trailer wiring package but the vehicle is not pre-wired for a trailer wiring connector. So instead what you'd want is the very easy to install Tekonsha 4-way kit part # 118392 which installs inline with the taillight connectors of the van.
I attached an install video for this kit on a similar 2009 Chevy Express van as yours for you to check out as well.
