Is The Kuat Dirtbag Bike Rack Threaded

Question:

Is this threaded on one side so my thru axle screws in Or will I need Nutcro go on the end of the axle.

The Kuat Dirtbag Bike Rack # DRT12x100 that you referenced is not threaded. This is a hollow tube that will allow the fork to rest on either side. When mounting the bike you will use the skewer that comes with your fork to secure it to the Dirtbag. It is designed for 100-mm thru-axle front-wheel forks.
