Can this cover be used in all kinds of weather? Rain, wind, snow, sleet etc.

The Adco SFS AquaShed Cover # 290-46002 that you referenced can indeed be used in climates that will see rain, wind, snow, sleet, etc and it will do a really nice job of protecting the trailer in those conditions. This particular cover features a triple-layer SFS AquaShed fabric that's great for handling the full spectrum of weather, as it works to bead any water on impact and does a good job of guarding against UV damage.
The All-Climate + Wind covers that you might also be seeing available are a great option if intense heat/sun was also a major concern, but considering snow is one of the conditions you mentioned I don't believe that type of cover is needed.
I have attached a short video review on the SFS AquaShed cover that you can check out as well. It is designed for bumper pull trailers that are between 10 feet and 12 feet long.
