I have a class 1 1.25 hitch. Can I use this rack to safely transport 4 bikes that are under 150lbs on a 2015 Nissan Altima S Sedan? Thanks!

Class I hitches like the Draw Tite # 24796 that fits your 2015 Nissan Altima can only carry up to 2 bikes at a time as the additional weight and leverage is too much for the lower weight capacity hitch.
So your best option would be a 2 bike rack like the Thule Camber part # TH9058 which fits the Class I hitches and we know works great on Altimas like yours. See attached review video.
To carry 2 more bikes you'd need a roof rack like the Rhino Rack # RRVA126B-2, # RRRLKVA, and # DK381 and then roof bike racks like the Yakima FrontLoader part # Y02103 and you'd be set.
