Question:
I also have a 2008 Toyota Prius that needs a new catalytic converter, on this page to states that the compliant rules dont apply for vehicles over 5 years old?

I do see on the page you referred to that the CARB (California Air Resources Board) requirements for aftermarket catalytic converters don't apply to vehicles older than 5 years. It seems to allow any aftermarket converter on older vehicles on which the OE emission warranty has expired.
With that being said I do recommend verifying this through a second source, such as in-person with your local DMV, just to be sure.
If this is the case the MagnaFlow Ceramic Catalytic Converter # MF49752 that you were looking at, which is confirmed to fit your 2008 Prius, won't cause any issues with emissions control standards in California. I have attached an installation video that you can also follow along with.
