According to the owners manual on the Jeep Grand Cherokee, the vehicle needs to be turned OFF, according to Step 13. I have attached a picture with the section in the owner's manual where it details the flat towing procedures that you'll need to follow in order to safely tow your 2019 Grand Cherokee without damaging the drive train.
