I took a look at the online version of the owner's manual for your 2018 Subaru Outback and it just lists a total weight capacity (including crossbars) of 176 pounds if adding crossbars to the factory side rails or 150 pounds if using the integrated crossbars (if equipped). It does not list or call out a difference in roof capacity for models that have the moonroof, so it doesn't appear that this feature affects the capacity in any way. It's still a good idea to verify this in your copy of the manual or by checking with a local Subaru dealer.
If your Outback does have the factory flush-mounted rails that run front to back I highly recommend the Thule WingBar System that includes # TH711220 for the two 47" WingBar Evo Crossbars, # TH460R for the Rapid Podium Feet, and # THKIT4063 for the Fit Kit.
This sturdy rack will allow you to maintain the vehicle's factory weight capacity and the extremely aerodynamic design of the crossbars allow for a really quiet ride. I have attached a sample install video that you can check out as well.
