Mounting on roof my RV. Where do the plates that come with the antenna go?

The rubber plate of the Jensen Antenna # 44US01R goes on the outside of the RV underneath the mounting flange of the antenna and the plastic plate goes on the interior of the RV. The rubber plate acts as a seal and the plastic plate spreads out the torque of the screws so it can be attached tightly without damaging the install location.
