Are there states that do not allow front mounted bike racks?

That we are aware of no...there aren't any states that have laws against carrying bikes in front hitches like the Curt # C31018 that you referenced. Typically if you contact a DOT or highway patrol agency they'll tell you that as long as you don't obstruct the license plate and headlights there's no reason you couldn't do it. You might check with highway patrols in areas you plan to travel though.
