Does this item include both the hook and loop parts or just the glue down hook strips the hooks are what deteriorate?

I spoke with my contact at Truxedo and she informed me that the Replacement Truxedo Shur-Bond Velcro Brand Fastener # TX1115173 that you referenced just comes with the hook side that goes on the bed rails.
