Yes, the Extang CargoCleats Truck Bed Tie-Down Anchors - Clamp On - 500 lbs # EX1932 is considered a universal fit because it simply clamps to your trucks side rails. The teeth on the small metal clamp grab onto the bare metal lip on the inside of your rail which you will then tighten by hand using the bolt on the bottom.
As long as you have access to the inside of your rails, the Extang CargoCleats will work perfectly on your 2019 Ford Ranger.
