Question:
I want only the brackets that bolt to frame for roadmaster sterling bar .I am moving from 2006 explorer to a 2013 model

You would want the Roadmaster XL Base Plate Kit # 4427-1A that you referenced as a base plate kit for your 2013 Ford Explorer Limited. I checked with Roadmaster and it is confirmed to fit your vehicle.
I did some checking and it looks like if you have an AWD model your vehicle is tow-able as is, but if you have a 4-cylinder 2WD model you will not be able to flat tow your vehicle. You will want to check your owners manual to confirm this also and see if their are any other restrictions for your vehicle.
